There are 13 measures in total in the Clár programme but 4 of those directly involve LEADER. These are:

1. Village and Countryside Enhancement Scheme.

Funding ratio

  • 33.33% by Clár to a max of €33,333
  • 16.66% to be funded by LEADER to a max of €16,666
  • 16.66% matching local contribution (which I'm told needs to be in place at time of application 33.33% by local authority

2. Bilingual Signage Scheme

LEADER receive and process the applications for community and private village signage. The CDB co-ordinate the projects for townland signage Community Signage - 2 way equal funding split by Clár and Foras na Gaeilge to a max of €4000 per village.
  • Private Signage - 3 way equal funding split : Clár, Foras Na Gaeilge and private individual(s) up to a max of €1000 each for Clár & F na G.

3. Community Initiatives

Community projects attracting less than 50% public funding under LEADER can get a Clár top up. This means that what funding we have allocated under this measure for the LEADER programme will go further. Ie at the moment LEADER funds 50% and the community raises 50%. Under the Clár programme the community still raises 50% but LEADER's money is split and matched by Clar which means that LEADER funds can be stretched and used on another project.
No private enterprises are eligible and only capital funding is considered.

4. Farmers Markets

Funding Ratio

  • 33.33% up to a max of €10,000 by Clár
  • 16.66% up to a max of €5,000 by LEADER
  • 16.66% local contribution at a minimum to match LEADER group contribution
  • 33.33% local authority

Vol labour and donations ie buildings, land etc can be included as part of the local matching funding subject to the approval of the Department's Inspectorate. However 10% of the local contribution must be in the form of cash.
