In 1997 BNS Rural Development Ltd. helped initiate
the innovative farm education programme, 'Strategic Planning for Enterprise Creation'
(SPEC). The programme was piloted in Ballon-Rathoe, Carlow and has since operated
from centres in Killenaule, Castlecomer, Mullinavat and Johnstown. In the opinion
of may observers, it was the view that in general terms farm families did not
possess the necessary skills to strategically assess their farm business, nor
to devise an appropriate response strategy to ensure the long term survival of
their farm. The available education programmes were perceived as not adequately
addressing these skills deficits among small to medium sized farmers.
BNS
acted as a catalyst and coordinator of the development of the education programme.
A partnership was founded with the Department of Rural Development in UCD and
Ballon- Rathoe Development Association. A unique course curriculum was developed
which introduced new concepts into agricultural training. Of critical importance
was the NUl Certification, achieved through UCD, which provided recognition of
the participants achievement and allowed progression opportunities. |
Local community groups were closely
involved in the development in each area. A grassroots based process of recruitment
was employed. Most participants finish the programme. Close to 150 participants
have completed the SPEC programme to date. The benefits came in a variety of ways.
Some participants have begun to act on their business plan and establish new business,
including self-catering accommodation, soft furnishings, alternative crops (daffodils,
cider apples, etc.) and equestrian businesses. Other participants have returned
to further education. All attest to having had their vision widened and of the
benefits both within and outside the farm gate. | | |
