Following the approval of BNS's Board of Directors for a
project, the development officer will inform the sucsessful project promoter of
the conditions attaching to the approval. Assuming the promoter accepts these
conditions, once approval is granted by the Board the promoter may commence work
on the project and is entitled claim for all approved expenses from the date of
the Board meeting decision. As soon as is possible, the promoter will be supplied
by BNS with two identical legal contracts including 'schedules' which detail the
general and specific conditions attached to the approval of grant-aid. The development
officer may arrange a meeting to explain these specific conditions, but it is
the sole responsibility of the promoters to acquaint themselves with all the written
conditions outlined in the document. There are spaces for two signatories on the
contracts and the promoter must sign both copies and return of the contract to
BNS who will in turn append the signature of its Board representative and return
an now completed copy to the promoter for their records.
Community-based training and education are a vital part
of BNS's role in rural development
Payment
and Claims BNS will usually require that any project
costs that are to be claimed for payment be paid by cheque or other recognised
documented form of payment. On the completion of the entire project or, (in the
cases of bigger projects where prior agreement has been approved), at distinct
stages of the project, the promoter should return a claim to BNS in which details
of the costs ot the works, bank statements, matching invoices, tax clearance certificates
for contractors, professional reports or any other documentation required to satisfy
BNS that the works are carried out in accordance with the conditions of the contract.
Once BNS is satisfied that the contract condition are being complied with, it
will approve the project for payment and lodge the approved amount in the promoter's
bank account as soon as is possible. While no guarantee can be given on the length
of time in approving payment, where all conditions are meet and all relevant documentation
provided payment is invariably transferred to the claimant in a matter of days.
